During colonial and post-colonial times, many governments used development plans as means of targeting and achieving important goals for their people. However, in Africa, such national development plans are so readily formulated and at almost the same time easily consigned to oblivion that planning has come to be regarded either as an exercise in futility or as something alien to the African temperament or way of doing things13 (Hagan, 1992). This old-style national planning has been discredited for many reasons: it assumed a predictable future in an uncertain environment; it was slow and rigid in the face of change; it focussed on comprehensive blueprints; and it ignored incentives, participation, communication, capabilities and other critical factors.
