It proved impossible on a continental map to represent towns of less than about 5000 inhabitants, partly because of their great number, partly because of the problem of distinguishing between them and large villages from which they scarcely differed in function. The frequency of small towns varied greatly. It was greatest in Germany and least in France and Spain.
